The Engineering Manager will work under the client’s direction to lead the Owner’s Engineering (OE) Team. The OE Team will provide services for management and oversight of the EPC Contractor and Equipment Supply Agreement Contractor during the Engineering, Procurement and Construction Management phase and will provide services for oversight during the construction, startup, and testing of the facility.  The S&B office in Kansas City, MO is located near the EPC Contractor for the project.  The construciton phase will be in Delta, Utah.

 

The successful candidate will have demonstrated experiences associated with large EPC capital projects for Engineering Design, Procurement, Construction, Commissioning, and Startup.

 

The OE Team will work to ensure technical quality, technical contract compliance, design completeness, schedule, and risk mitigation and that the design, equipment, and systems achieve the intended goals for safety, environmental compliance, installation, operations, maintenance, and performance. 

 

A summary of the EPC and Equipment Supply Agreement (ESA) deliverables that will be
reviewed is provided below.

  • Project planning documents including schedule.

  • Code compliance and engineering practice.

  • Piping specifications.

  • Equipment specifications.

  • Plot plans and equipment location plans.

  • P&IDs.

  • Power distribution philosophy.

  • Electrical one-line diagrams.

  • 3D model on a bi-weekly basis.

  • Instrument specifications.

  • DCS architecture and configuration.

  • Substation specification.

  • PDC specification.

  • Process Hazard Analysis (PHA) reports.

  • Management of change revisions.

  • Scope Change requests.

  • Constructability reviews.

  • Inspection plans.

  • Commissioning and Start-up plans.

  • Detailed testing plans including Performance Testing plans, finalized test protocols, and schedules.

  • On-site testing documentation including Plant Acceptance Test Reports.

 

Qualifications & Skills for Success:

  • Safety Champion – a personal example of excellent safety performance, mindset, and commitment.

  • Extended knowledge of various mechanical skills: pipe fitting, welding, boiler making, steel erection, electrical, rotating equipment, instrumentation, non-destructive testing/examination, heavy lift planning, etc.

  • Extended knowledge of various construction techniques and best practices.

  • Proficient in reading mechanical drawings, blueprints, isometrics, P&IDs.

  • Ability to understand field changes and red-line drawings.

  • Ability to adapt and manage multiple priorities.

  • Proven ability to effective coordinate various mechanical, operations, technical, and contract resources according to schedule and plan.

  • Excellent teamwork and interpersonal skills.

  • Advanced skills in MS Project and Primavera scheduling tools.

  • Advanced skills in MS Word, Excel, and Outlook.

  • Knowledgeable of petrochemical industry MOC and PSSR process and procedures.

 

 Safety, Health, & Environmental Duties and Expectations:

  • Demonstrate the belief that all accidents are preventable by including safety planning into all project activities.

  • Demonstrate understanding of and ensures compliance of all safety standards, work practices, work permit requirements, and various safety systems.

  • Assist with development of safety team goals, activities, recognition, etc.

 

Requirements:

  • Bachelor's degree in Engineering (preferred) or Construction Management.

  • Degree or certification in Project Management a plus.

  • 20+ years’ experience with industrial, chemical, oil & gas, or power facilities.

  • Served as Project Manager on at least two projects in petrochemical sites over $200M.

  • Experience with design, procurement, construction and technical reporting and documentation

  • Client focused.

  • Committed to technical excellence.

  • Critical thinking skills for problem solving.

  • Strong technical writing skills.

 

Conduct field trips as necessary to gather operating data and equipment information required to develop the project scope. This requires normal hearing, the ability to stand, walk, reach, climb and balance, clear close and distance vision, depth perception and the ability to focus. Lifting up to 25 pounds may be required.
